The shipping documents issued by a freight forwarder is acceptable only when issued as a shipper or as a shipper in proxy but not acceptable if issued as a freight forwarder itself only. And since the shipping documents issued by a freight forwarder is received B/L, it must have On board indication if not, the documents are not to be acceptable.
3. Shipping documents issued by a International freight forwarder
When presenting FIATA multimodal shipping documents, first, the International freight forwarder should issue the documents as a shipper or as a proxy and it should have shipper's title. Second, it should have On board indication. Since FIATA B/L is received B/L it should always have On board indication or proof that the shipment was made in firm wording and indicate shipping date as well as the intended vessel. Third, it should requisite as a multimodal shipping documents.
Conclusion
For this particular FIATA B/L, the documents didn't have indication as a combined transport operator and was not issued as a proxy for combined transport operator but issued as a pure international fright forwarder, therefore, it can not be accepted.
